The Akkad Platform, the official electronic platform of the Republic of Iraq for the attestation of Certificates of Origin and Commercial Invoices, is pleased to announce the launch of its Electronic Attestation Service for Non-Preferential Certificates of Origin.

This new service is introduced as part of the Ministry of Trade's digital transformation initiative to modernize government services, facilitate international trade procedures, and improve the efficiency of services provided to exporters and businesses.

The service enables applicants to submit requests for the attestation of Non-Preferential Certificates of Origin entirely online, eliminating the need to visit the Commercial Attaché Office to complete the application process. This provides a faster, more efficient, and reliable digital experience.

 

What is a Non-Preferential Certificate of Origin?

A Non-Preferential Certificate of Origin (COO) is an official document that certifies the country of origin of exported goods. It is used for products that are not covered by any preferential trade agreement granting customs exemptions or tariff reductions between the exporting and importing countries.

Unlike Preferential Certificates of Origin, this type of certificate does not provide any preferential customs treatment or tariff benefits under international trade agreements. Its primary purpose is to certify the origin of goods in order to satisfy customs, regulatory, and import requirements in the destination country.

Non-Preferential Certificates of Origin are widely used in international trade transactions, particularly in re-export operations, where goods previously imported into one country are subsequently exported to another country without being considered products of local origin in the country of re-export.

Many customs authorities, chambers of commerce, and government agencies require these certificates to verify the origin of goods and ensure compliance with applicable import regulations.

Application Process

The Akkad Platform has been designed to provide a simple and secure electronic experience. You can submit your attestation request by following these steps:

1. Sign In: Log in to the Akkad Platform using your registered account. If you do not already have an account, you can create one in just a few minutes.

2. Create a New Application: Start a new attestation request, complete the required application details, and select Non-Preferential Certificate of Origin. Once this certificate type is selected, the platform will display the contact information of the relevant Commercial Attaché Office, enabling the applicant to contact the office and obtain the approved bank account details required for the payment of government fees, where applicable.

3. Pay Government Fees (If Applicable): If the transaction is subject to government fees, complete the payment by bank deposit using the Commercial Attaché Office's approved bank account information. Keep the bank deposit receipt, as it must be uploaded with the required documents.

4. Upload the Required Documents: Upload clear electronic copies of the required documents in PDF format or any supported image format, including the bank deposit.

5. Review the Application and Pay the Electronic Service Fee: Carefully review all application details and uploaded documents before submission, then complete payment of the electronic service fee through the approved payment gateways available on the Akkad Platform.

6. Submit the Application: Once all information, supporting documents, and payment requirements have been completed, submit your application electronically for review and attestation.

7. Receive Your Reference Number: After submission, you will receive an email containing your application reference number (Application Number or Event Number), which can be used to track the status of your application at any time.

8. Review and Attestation: The competent authority will review your application and verify the submitted documents. You may be contacted if any additional information or supporting documents are required.

9. Download the Attested Certificate: Once the review and attestation process has been completed successfully, you will receive a notification, and your electronically attested Certificate of Origin will be available for download from the Generated Documents section of the Akkad Platform.

 

Important Note

Applicable fees vary depending on the type of Certificate of Origin and the nature of the transaction.

Some applications are subject only to the electronic service fee, while re-export transactions involving Non-Preferential Certificates of Origin may also require payment of applicable government fees in accordance with the relevant regulations, in addition to the electronic service fee.
